remove all pieces from the city board, including car and building pieces. Open the booklet and choose a level (it is recommended to start with the earlier levels and progress to harder ones). Arrange the buildings and the red thief car as shown in the booklet. Start by placing the police car pieces into the empty spaces between the buildings on the board. Pieces must be placed properly without leaving gaps, and all police car pieces must be used. Your goal is to completely surround the thief's car and block its escape. Buildings and the thief's car cannot be moved during a level. Tips: begin with the first levels to learn the rules, read instructions carefully, take your time to think before placing pieces, try different solutions for each level, and persist if you encounter difficulties.
